The Special Constables were a volunteer force of men unfit for or too old for military service but who could serve by keeping public order. They were issued with uniforms in 1917.  Among their duties were enforcing the blackout required by the Defence of the Realm Lighting Order, and preparing for evacuation in the event of a German invasion.
